Mercury conjunct Chiron. Our intuitive understanding increases. This influence can stimulate us to open our minds and to learn from circumstances and from others. Les institutions de partage du pouvoir créées par les accords de paix sont paralysées depuis plus d'un an
Belfast (AFP) - L'Irlande du Nord marquera le mois prochain le 25e anniversaire des accords de paix qui ont largement mis fin à trois décennies de conflits sectaires dévastateurs sur fond de tensions politiques croissantes et de problèmes de sécurité.
Le 10 avril 1998, le Vendredi Saint de Pâques, les dirigeants nationalistes pro-irlandais et unionistes pro-britanniques ont conclu un accord de paix improbable à la suite de négociations marathon impliquant les gouvernements de Londres, Dublin et Washington.
Mais alors que la province approche du jalon d'un quart de siècle de paix, l'ambiance est à la réflexion pragmatique plutôt qu'à la célébration.
"Les grands espoirs de 1998 n'ont définitivement pas été satisfaits", a déclaré à l'AFP Duncan Morrow, professeur de politique et de résolution des conflits à l'université d'Ulster de Belfast.
"D'un autre côté, très peu de gens suggèrent que la vie avant l'accord était meilleure qu'après."
Les institutions de partage du pouvoir créées par les accords de paix sont restées paralysées pendant plus d'un an en raison de désaccords amers sur le commerce post-Brexit qui ne montrent aucun signe de ralentissement.
La frontière irlandaise
Et à la suite d'une tentative d'assassinat contre un policier par des républicains dissidents en février, le niveau de menace terroriste en Irlande du Nord a été relevé cette semaine à "sévère".
Au cours des prochaines semaines, Belfast doit accueillir une série d'événements avec des chefs d'État et de gouvernement internationaux en service et anciens pour marquer la fin officielle du conflit qui a coûté la vie à 3 500 personnes.
- 'Toujours un processus' -
En mars, le président américain Joe Biden a accepté une invitation du Premier ministre britannique Rishi Sunak à participer à des événements pour l'anniversaire.
Le dirigeant américain devrait visiter à la fois l'Irlande du Nord et la République d'Irlande au cours de son voyage.
À partir du 17 avril, l'Université Queen's de Belfast organisera une conférence de trois jours animée par l'ancienne secrétaire d'État américaine Hillary Clinton, dont le mari, Bill Clinton, a joué un rôle central dans la sécurisation de l'accord de paix en tant que président américain de 1993 à 2001.
Les événements se concentreront sur la transformation de l'Irlande du Nord au cours du dernier quart de siècle.

Dans les années qui ont suivi la signature de l'accord, les paramilitaires d'Irlande du Nord ont été désarmés, sa frontière militarisée démantelée et les troupes britanniques sont parties.
Dans une interview accordée à l'AFP avant le dernier anniversaire, l'ancien Premier ministre irlandais Bertie Ahern, qui a joué un rôle déterminant dans la négociation des accords, a opposé la récente période de paix à ce qui s'était passé avant.
"Cela a toujours été un processus, et les 25 dernières années ont été tellement plus agréables et tellement plus réconfortantes que les 25 précédentes ou peut-être les 75 précédentes", a déclaré Ahern.
Mais la paix en Irlande du Nord est peut-être plus précaire en 2023 qu'elle ne l'a été à tout autre moment depuis la signature en 1998 de l'accord du Vendredi saint.
- Les malheurs du Brexit -
Le Parti unioniste démocratique (DUP) pro-britannique a boycotté le gouvernement décentralisé d'Irlande du Nord pendant plus de 13 mois en opposition aux règles commerciales post-Brexit là-bas, paralysant l'assemblée et son exécutif.
Des violences sporadiques ont éclaté dans les communautés unionistes au cours des années qui ont suivi le départ du Royaume-Uni de l'Union européenne, à cause du soi-disant protocole d'Irlande du Nord.

Ils craignent que cela éloigne la province du Royaume-Uni et rende plus probable une Irlande unie – l'objectif des nationalistes pro-irlandais.
Dans une intervention au début du mois, l'ancien Premier ministre britannique Tony Blair, qui a également contribué à la conclusion de l'accord, a déclaré que le Brexit était "un cercle difficile à concilier" en ce qui concerne l'Irlande du Nord et a appelé à des progrès pour rétablir le partage du pouvoir.
Une renégociation de certaines parties du protocole par l'UE et le Royaume-Uni – appelée le cadre de Windsor – visant en grande partie à remédier aux préoccupations des syndicalistes a jusqu'à présent été rejetée par le DUP.
En janvier, un sondage pour le journal The Belfast Telegraph a révélé qu'une majorité de syndicalistes voteraient contre l'accord du Vendredi saint lors d'une reprise contemporaine du référendum de 1998 qui a ratifié l'accord.
La tentative de meurtre du mois dernier contre le policier John Caldwell, qui a été abattu à plusieurs reprises alors qu'il quittait un complexe sportif avec son fils, a uni les dirigeants politiques d'Irlande du Nord dans la condamnation.
Mais l'attaque d'Omagh, revendiquée par des dissidents républicains, a servi de rappel brutal du type de violence qui était autrefois monnaie courante dans toute la province.
